What is the best set up for a noctis.. seems like my guys still take forever, even with 45% chance
i am running a 4 tractors with 4 salvager and 3 salvage tackle..
suggestions?

I always run at lest 1 more salvager than tractor...
the idea of course is to keep the salvagers busy. As long as the salvagers have something to chomp on then you can reduce the number or tractors. If you reduce the number of tractors too far you start seeing the salvagers starving for wrecks to salvage.
3tractors:5salvagers works better for me, ymmv.

Train skills, both ore industrial and salvaging, at least up to III each. If 4/4 is not enough for you, then you are doing something wrong. TBH, with these skills at IV and targeting at V, even 5 tractors and 3 salvagers should be enough.
